As you mentioned that the test on the network card has passed and system restore also did not fix the issue, I would suggest you to perform a PC Restore using the link mentioned below:

In case PC Restore does not work, reinstall the operating system using the link mentioned below:
In case the issue does not fix after the re-installation of operating system, network card needs replacement.
