Ensure that you press and hold Fn key to toggle.
Let me know complete system model as there are four different Dell Inspiron 14r:
Inspiron 14R (N4010)
Inspiron 14R (N4110)
Inspiron 14R 5420
Inspiron 14R 5421
Meanwhile, I would suggest you to run a custom test on the keyboard using the Drivers and Utilities disk sent with the system. Steps on how to run custom scan are mentioned below:
1. Insert the disk of Drivers and Utilities in the computer.
2. Unplug all external peripherals.
3. Turn off the computer.
4. Restart the computer and the moment it starts start tapping the F12 key to boot the computer to One Time Boot Menu.
5. Highlight CD/DVD/CD-RW Drive ad hit Enter.
6. Press Enter again if it shows “Press any key to boot from CD”.
7. Select Custom Scan and run the test on the keyboard.
