Check if the issue occurs in Safe Mode with Networking. Refer to the link to boot the computer to Safe mode with networking: http://dell.to/LnNtve
If issue persists, try to Perform System Restore (only if Software Configuration Changes were made).
NOTE: With system restore you will not lose any data from the computer, any new programs installed in the computer you would need to reinstall the programs back on the computer.
