I am having the same issues. However I have realized the issue also exists on my cellphone when wifi is enabled and even hardwired into my modem with my laptop. By any chance do you have a Comcast Arris Cable Modem? (and by the way your upstream power level is a little high. Mine is currently at 54, it should be below 51.9 and I am beginning to think this could be part of the issue. *technician for Comcast*)
