Intel Centrino Wireless-N 1030 SLOW

Hi,

I have been having a lot of issues with my WiFi on my Dell V131 and hope someone can help.  I have tried so many combinations of settings (disable n, disable Bluetooth, enable/disable WMM on both wireless card and router the list goes on) etc. to no avail.  Details are below:

 

Network:

25mbps Cable DSL input WAN to Cisco Linksys E3200 (updated Cisco firmware to 1.0.03)

Central server plugged into the Linksys and 2 laptops sharing WiFi (one 10 year old Sony Vaio and my Dell V131)

Speed Tests:

note: the 10 year old Sony is on average twice as fast on WiFi as the V131, which is both surprising and horrifically frustrating.

Internet Speed test at www.speedtest.net

Sony - download 39mbps upload 2mpbs

V131 - download 21mpbs upload 1.7mpbs

LAN Speed test downloading 60mb file from server

Sony - download at 12mbps upload 10mbps

V131 - download at 300kpbs upload fails (I cannot upload files to the server from this computer)

PCI Card Configuration:

Intel Centrino Wireless-N 1030 (Driver = 15.3.50.2  9/27/2012)

Channel Width for 2.4 Band = Auto (I have tried 20mhz only also)

802.11n Mode = Enabled

Ad Hoc Channel 802.11b/g = 11 (I have tried 1, 9 and 11, Sony works brilliantly on 11)

Qos = WMM Disabled (I have tried enabled in the driver as well as on the router)

Bluetooth(R) AMP = Enabled (I have tried disabled)

Fat Channel Intolerant = Disabled

Mixed Mode = CTS-to-self Enabled

Roaming Aggressiveness = Medium

Transmit Power = Highest

Wireless Mode = 802.11b/g (I have tried g only)

 

Windows Configuration:

This gets fun because I had the issue with Windows 7, I upgraded to Windows 8 with same issue.  I thought something may have gone wrong so I reinstalled Windows 8 and still have the same issue.

I have tried homegroup/no homegroup (Server and Sony are not on homegroup)

I have tried changing the encryption from 128 to 56

Signal strength is always full bars, computer is right next to router.  Having said this I have disconnected the laptop and changed locations to be where the Sony is and the V131 is embarrassed by the speed the Sony WiFi speed.

Please help, I am close to go through the warranty for this issue as I have no idea how to solve this <-- I am not new to networking or computers either.
